In a decisive move, Kilifi Governor Gedion Mung’aro has disbanded the Kilifi County Public Service Board amid allegations of nepotism and abuse of office. The board, led by its chairperson Rose Ngoa, has been accused of failing to fulfill its mandate as stipulated by county law. Governor Mung’aro stated that the board members were unable to defend themselves when summoned to appear before the County Assembly, leading to the decision to dissolve the board.
Governor Mung’aro emphasized that his decision was based on a thorough review of a comprehensive report and was made in accordance with section 55 of the County Government Act 2012. This section outlines the responsibilities and actions required by appointing authorities in such situations. The board members who have been relieved of their duties include Raymond Mramba, Alphonce Mrima, and Patience Mwangiri.
In light of the board's dissolution, Governor Mung’aro has already submitted a list of nominees for a new board to the County Assembly for vetting. He expressed confidence that the new board would begin its duties immediately after the vetting process is completed. Meanwhile, the secretariat will continue to handle all tasks that do not require board approval to ensure continuity in the county's operations.
One of the critical failures cited by Governor Mung’aro was the board's inability to present its annual reports to the County Assembly over the past three years. These reports are crucial as they detail the board's activities and compliance with its mandate to develop and implement human resource policies for the county government.
In response to the dissolution, board chairperson Rose Ngoa attributed their removal to political motivations and personal interests aimed at tarnishing their reputations. "I read politics on all what's happening at the board and I can tell without fear of contradiction – it's just politics," Ms. Ngoa stated, defending the board's actions and integrity.
The disbandment of the Kilifi County Public Service Board marks a significant step by Governor Mung’aro to address governance issues within the county. The outcome of the vetting process and the performance of the new board will be closely watched as Kilifi seeks to restore public confidence in its public service operations.
