Nairobi Senator Edwin Sifuna has renewed pressure for the disclosure of details surrounding the proposed construction of an oil refinery in Lamu, saying the agreement can be subjected to scrutiny through Parliament.

In a post on X, Sifuna wrote, “Hio agreement kama unataka unajua vile inaulizwa kule bunge,” adding “Kasongo,” while attaching a formal request for a statement from the Senate Standing Committee on Energy.

In the request dated October 2, 2026, Sifuna called for the production of all records relating to the Dangote refinery project in Malindi, citing Article 35(3) of the Constitution on access to information.

He also wants the committee to provide details of public participation undertaken before approval of the project, including concerns raised by affected communities.

Sifuna is further seeking details of the project's financing and implementation model, including how much Kenyan taxpayers will contribute and the source of the funds.

The senator has also demanded a value-for-money analysis for any public investment in the project, as well as a list of all beneficial owners of the overall project and the firms involved in its implementation.

Sifuna said major infrastructure projects and foreign investments must be undertaken within the law, arguing that the Lamu refinery should comply with constitutional requirements on transparency, accountability, public participation, environmental sustainability and public finance management.

His remarks came after Ruto accused him of seeking the Dangote agreement outside Parliament and labelled him an “extortionist"during his tour of the Coast.

Ruto said the agreement should be sought through Parliament and maintained that he would not release the document directly to Sifuna or other opposition leaders.
