The Ministry of Health, Council of Governors and the Social Health Authority (SHA) have agreed to extend existing contracts for county public health facilities to October 14, 2026, as facilities transition to the new HAKIKA contracting framework.

The agreement was reached during a consultative meeting held at Afya House, Nairobi, on October 5,2026, bringing together the Ministry of Health, Council of Governors, SHA and other health regulatory agencies.

SHA will conduct contracting clinics across all counties to help public health facilities complete the contracting process before the new deadline.

Under the 2026–2029 framework, each county health facility will have its own contract, with payments continuing to be made directly into the facility’s Facility Improvement Financing account.

The framework will allow facilities to access different health funds depending on the services they provide.

These include the Primary Healthcare Fund, Social Health Insurance Fund, Emergency, Chronic and Critical Illness Fund and Public Officers Medical Scheme Fund.

SHA will accept documents held at county level for county facilities, including county KRA PIN and tax compliance certificates, NSSF compliance certificates and data protection registration where applicable.

Facilities will also be required to provide relevant legal documents, audited financial statements, official facility emails and approved county price lists.

The agreement recognises county governments as contracting parties, with County Executive Committee Members for Health expected to coordinate the process and ensure contracts are reviewed by county attorneys before signing.

The extension is intended to ensure that eligible facilities continue serving SHA beneficiaries without interruption while completing the new contracting requirements.

SHA will provide regular updates on the contracting process, while the Ministry of Health and Council of Governors will continue consultations to address challenges arising during implementation.
