International Federation of Red Cross and Red Crescent Societies (IFRC) Secretary General and CEO Jagan Chapagain has mourned the death of Ismael Mulindwa, an ambulance driver with the Uganda Red Cross Society, who died after sustaining serious injuries in an attack in the Democratic Republic of Congo.
Mulindwa was supporting the Ebola response in Aru, Ituri Province, when he was attacked while carrying out his humanitarian duties on August 17, 2026.
He sustained serious injuries and was evacuated for specialised medical treatment.
According to Chapagain, Mulindwa initially showed signs of recovery after receiving specialised care but later succumbed to his injuries on October 1, 2026.
In a statement, Chapagain extended his condolences to Mulindwa’s family, loved ones and colleagues at the Uganda Red Cross Society, saying the IFRC stood in solidarity with them during the difficult period.
“Ismael’s death is a tragic reminder of the risks faced by humanitarian workers and volunteers engaged in the fight against epidemics and emergencies,” Chapagain said.
He also condemned attacks against humanitarian workers and called for the protection and respect of Red Cross and Red Crescent personnel as they provide assistance to communities affected by emergencies.
Mulindwa’s death highlights the dangers faced by humanitarian personnel working in conflict-affected areas, including those deployed to support public health responses and emergency operations.
