Deputy Inspector General of Police Gilbert Masengeli has moved to the High Court seeking orders against USIU-Africa over the processing of his PhD in International Relations.
Masengeli, who joined the university in September 2021, wants his dissertation results released and his name included in the list of students graduating this month.
Through his lawyer Cecil Miller, Masengeli says he submitted his dissertation on June 11, 2026 and later made changes based on feedback from his supervisors.
By August 31, reports from both the internal and external examiners had been submitted to the university. However, he says he had not been told the outcome or what was still required to complete the programme.
Masengeli wrote to USIU-Africa seeking clarification and the university responded that there were mandatory requirements and pending steps, but he says it did not clearly state what these were or give him the examination results.
He argues that the delay could prevent him from graduating this month despite having gone through the required stages of his PhD.
Masengeli says he is not asking the court to award him a degree or assess his research, but wants the university to clarify and complete the remaining academic process.
The case was placed before Justice David Mburu on September 9 and was certified as urgent. USIU-Africa was given three days from the date of service to respond.
