Former Kwale Women Representative Zainab Chidzuga has urged the national government to disclose the names of individuals benefiting from the monthly cash transfer program, which was established to support Kenyans affected by the COVID-19 pandemic. Speaking to journalists on Thursday in Diani, Kwale County, Chidzuga expressed concerns over the transparency of the initiative. She argued that the lack of transparency in the distribution of funds is a violation of the constitutional rights of the intended beneficiaries.
Chidzuga emphasized the need for the office of the county commissioner to publish a comprehensive list of all beneficiaries to ensure that the funds reach the rightful recipients. "There is a need for the office of the county commissioner to highlight all the beneficiaries of the cash transfer that is done on a monthly basis. I don’t think the targeted individuals receive the cash," she alleged. Her call for transparency is aimed at ensuring that the initiative fulfills its intended purpose of providing financial relief to those most affected by the economic downturn caused by the pandemic.
Call for transparency in cash transfers
In addition to Chidzuga's remarks, Moses Odhiambo, a youth from Cossovo village in Ukunda, echoed her sentiments. Odhiambo, who lost his job due to the pandemic, claimed that he is among the intended beneficiaries of the government stipend but has yet to receive any funds. "We are now suffering just because a foreigner tested positive for coronavirus. I’m among the beneficiaries but to date, I have received nothing," Mr. Odhiambo stated. His experience highlights the challenges faced by many Kenyans who are struggling to make ends meet during these difficult times.
The cash transfer program was initiated by the national government as a response to the economic hardships brought about by the COVID-19 pandemic. It aims to provide financial assistance to vulnerable individuals and families who have been severely impacted by the crisis. However, concerns about the program's implementation and the equitable distribution of funds have been raised by various stakeholders.
Concerns about program implementation
Chidzuga has called on President Uhuru Kenyatta to take a more active role in overseeing the initiative to ensure that it operates with transparency and accountability. Her appeal underscores the importance of government accountability in managing public funds, particularly during a crisis that has left many Kenyans in dire need of support. As the pandemic continues to affect lives and livelihoods, the demand for transparency in government programs remains a critical issue for citizens seeking relief.
