Nairobi Governor Johnson Sakaja has reassigned three county chief officers in changes affecting Geoffrey Mosiria, who recently declared his intention to contest the Nairobi gubernatorial seat in the 2027 General Election.
A circular dated Wednesday, October 21, 2026, signed by Nairobi County Secretary and Head of Public Service Dr Machel Waikenda, announced the changes, which took effect immediately.
Mosiria, who has been serving as Chief Officer for Citizen Engagement and Customer Service, is among the officials affected by the changes.
Zipporah Njeri Mwangi has been designated Acting Chief Officer for Public Participation, Citizen Engagement and Customer Service, in addition to her existing responsibilities in City Culture, Arts and Tourism.
The circular also reassigned Eng. Samwel Njogu to serve as Acting Chief Officer for Mobility, while Godfrey Akumali was moved to the Housing and Urban Renewal docket and additionally designated Acting Chief Officer for Lands.
The changes come days after Mosiria announced his intention to challenge Sakaja for the governor’s seat in the next general election.
On October 11, Mosiria declared his political ambitions during a church service at Jesus Is Alive Ministries in Nairobi, where he spoke about his experience working in different departments within the county government.
His announcement followed public criticism of Sakaja’s administration and claims that he had been sidelined within City Hall. In an interview on October 19, Mosiria said his disagreements with the governor dated back to 2023, when he questioned a decision to transfer accounting officer powers in the Health department to facility chief executive officers.
The reassignment also follows renewed public attention on Mosiria’s relationship with the county leadership. However, the circular announcing the changes does not state that his political ambitions or disagreements with Sakaja were the reason for the reshuffle.
Under Section 45(5) of the County Governments Act, 2012, county chief officers may be reassigned to different responsibilities within the county administration under the prescribed legal framework. Nairobi has previously undertaken similar changes involving several chief officers across its departments.
In November 2025, Sakaja reassigned multiple chief officers, moving Mosiria from the Environment docket to Citizen Engagement and Customer Service. That reshuffle also affected officials overseeing housing, mobility, health facilities, digital services and other county functions.
The latest changes take effect immediately, according to the October 21 circular. The notice does not provide further details on the reasons for the latest reassignments.
