The Panama Maritime Authority (PMA) has issued a statement clarifying its stance on the recognition of maritime certificates issued by the Republic of India. The authority emphasized that there are no restrictions or prohibitions on the recognition of Certificates of Competence or Proficiency Certificates from India. This announcement underscores Panama's appreciation for the professionalism, experience, and quality of Indian maritime officers and seafarers.
Panama, which boasts the world's largest ship registry, is committed to promoting international cooperation and reciprocity in the maritime sector. The PMA maintains open collaboration with all states that are parties to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended (STCW´78 Convention). This commitment is in line with Circular MSC.1/Circ. 1163 issued by the International Maritime Organisation (IMO), which guides the recognition of seafarer certificates globally.
In fulfilling its obligations under the STCW´78 Convention, the PMA ensures that seafarers serving on vessels flying the Panamanian flag receive appropriate training, assessment, and certification. This process is conducted by qualified instructors in accordance with Regulation 1/6 and Section A-1/6 of the STCW´78 Convention and its STCW Code. The emphasis on the human factor is crucial, as it plays a fundamental role in ensuring maritime safety, protecting lives at sea, and preserving the marine environment.
The PMA applies stringent criteria and control measures in evaluating seafarers' documentation. This rigorous approach aims to prevent fraudulent practices in the issuance of certificates, endorsements, and related technical documentation. The authority's commitment to full compliance with the STCW´78 Convention and its STCW Code is unwavering, ensuring that all documentation meets international standards.
Furthermore, the PMA is dedicated to strengthening technical cooperation and training. It actively supports the mutual recognition of seafarers' competency qualifications, which is vital for achieving safe, efficient, and sustainable maritime transport. The authority also places a strong emphasis on ensuring and respecting the well-being of seafarers worldwide, recognizing them as key workers in the global maritime industry.
This recognition of Indian maritime certificates by the PMA is a significant step in fostering international maritime relations and enhancing the global workforce's quality and safety standards. It reflects Panama's ongoing efforts to support a robust and cooperative international maritime community.
