The Judicial Service Commission (JSC) has appointed Robert Kibet Kibor as its new Registrar, bringing to an end a more than two-year vacancy in the substantive position.

Kibor’s appointment was announced by the JSC on Monday, September 7, 2026, pursuant to Section 10(2) of the Judicial Service Act, Cap. 8A.

He takes over the position after serving the Commission for more than a decade, having joined the JSC in 2012 as a Legal Researcher.

Since then, Kibor has risen through the Commission’s ranks, most recently serving as Assistant Director, Legal Services.

The JSC said his years within the institution have given him extensive knowledge of its mandate, institutional framework and operations.

As Registrar, Kibor will provide strategic leadership and oversight of the Commission’s technical and shared services functions.

He will also support the JSC in implementing its constitutional mandate through the development and execution of policies, strategies and programmes aimed at strengthening institutional effectiveness and accountability, as well as improving the administration of justice.

Under the Judicial Service Act, the Registrar will be responsible to the Chief Registrar of the Judiciary and Secretary to the Commission in the execution of his duties.

Who is Robert Kibet Kibor?

Kibor is an Advocate of the High Court of Kenya with 14 years of post-admission experience.

He holds a Master of Arts degree in International Relations, specialising in Foreign Policy and Diplomacy, from the United States International University.

He also holds a Bachelor of Laws degree from Moi University and a Postgraduate Diploma from the Kenya School of Law.

His professional training includes the Strategic Leadership Development Programme at the Kenya School of Government, Corporate Governance Training and other professional programmes.

Appointment ends prolonged acting period

The Registrar’s office became vacant after the appointment of the then Registrar, Winfridah B. Mokaya, CBS, as Chief Registrar of the Judiciary in March 2024.

Since then, Isaac Wamaasa has served as Acting Registrar of the JSC, providing leadership and continuity in the office.

Kibor’s appointment follows a competitive recruitment process conducted by the Commission.

The JSC advertised the vacancy on January 16, 2026, before conducting interviews on June 30, 2026.
